For me it has to be Riot Games due to all the terrible stuff that came out about their work conditions and employee treatment bumps them ahead of Atlus and their transphobic and homophobic content in games. Both have been awful though.

EA, because of their microtransactions and their lack at responding to the communities' concern.

I think EA doing copy pasting of it's old games and adding nothing new takes the cake. worst game developers who cheat on customers.
