My personal theory is that Xbox is funding most of the development (look at this article; we don't know whats actually happening behind the scenes but there appears to be a strong indicator that Xbox is funding it) and is going to be a 2nd party Microsoft exclusive (Similar to Ryse, Quantum Break, Sunset Overdrive, etc.)
