Vblank allows you to change a game's frame rate. It is located in the advanced tab in emulator settings. You can dynamically change vblank and clock scale while your game is running, to achieve your desired frame rate. Do note that not every game works with vblank settings and might need game specific patches to unlock frame rate.

A PS3 emulator is pretty cool. I've never had a PS3 myself, so an emulator might allow me to experience the games and hardware of way back when.
 
A ps3 emulator already? They'd have to make some powerful software.
