While not being called a horror game per se, this looks like a mighty good "psychological thriller" with the retro style, fixed camera angles that Resident Evil games and similar horror games used to be known for back in the day. 
Today, only indie games have that old feel to them. All of the mainstream titles utilises the third person or first person viewpoint. So this will definitely be your thing if you're a 90's horror games fanatic.
